On 31st March 2022 a Blended Working Policy Framework for Civil Service Organisations was issued by the Department of Public Expenditure and Reform (DPER) providing all civil servants with the right to apply for remote or blended working arrangements.
This means that draft policies will require clear detail as to how Remote Working Requests are made, considered and decided upon, in preparation for the upcoming legislation.
The lifting of restrictions has created somewhat of a conundrum for all in relation to this new arrangement.

In January 2021 the prevention and resolution of bullying in the workplace was highlighted with the publication of a new code of practice as reflected in the Industrial Relations Act 1990 (Code of Practice for Employers and Employees on the Prevention and Resolution of Bullying at Work) Order 2020 (SI 674 of 2020) (the “new Code”).
The new Code provides guidance for preventing and dealing with workplace bullying. It also provides practical guidance for employers on the creation of an Anti-Bullying Policy.

Joan Donegan
Director - IR Solutions
With over 20 years comprehensive knowledge of industrial relations procedures and employment law, Joan Donegan has a wealth of experience in conflict intervention and case work.
Prior to working as Director at IR Solutions, Joan Donegan was appointed first woman General Secretary of the Irish Federation of University Teachers (IFUT). She represented IFUT at the Workplace Relations Commission, and in representations to governmental and non-governmental organisations, employers, other unions and cognate professional bodies, both national and international.
Joan holds an Honours M.A. from Maynooth University in Conflict Intervention Studies and is also a qualified Mediator and Arbitrator (Associate of the Chartered Institute of Arbitrators - CIArb) and former Restorative Justice Facilitator.

Úna Crowley has also over 20 years’ experience working and lecturing in the Higher Education Sector.
Úna has a PhD; Master’s in Legal Science (Prof); Barrister at Law Degree (Kings Inns), Diploma in Mediation and Conflict Intervention and an Advanced Diploma in Employment Law, Kings Inns.
